Over 200 delegates attended the MABS National Conference which took place today in Dublin Castle. The main theme of the conference MABS - A Responsive Service in a Changing Environment explored the challenges faced by the service to provide a high quality service at a time when demand and personal debt continue to rise steadily.
The keynote speaker, the Honourable Mrs Justice Catherine Mc Guinness, President of the Law Reform Commission, highlighted the importance of reform in Irish law on debt enforcement. "Irish law both on debt enforcement and on bankruptcy was based on 19th century concepts – punishment for indebtedness rather than a solution to creditor and debtor problems. A key principle adopted by the Commission is the clear distinction between those who 'can't pay' and those who 'won't pay'."
Tony McQuinn, Chief Executive spoke of the importance of the conference sub-theme Pathways to Services- Putting Citizens at the Centre reflecting the title of the recently published Citizens Information Board Strategic Plan 2009-2012. "This is the first MABS conference since the transfer of responsibility for MABS to the Citizens Information Board. It comes at a time when demand for both Money Advice and Citizens Information has reached unprecedented levels as a result of the downturn. By working together we will be able to maximise impact and effectiveness for the public."
He emphasised the importance of the Citizens Information Board working together with all its key delivery partners – MABS, CISs, CIPS, and the Disability Advocacy Projects to support people in ever more difficult circumstances by providing them with reliable information, advice and advocacy wherever they are located in Ireland and in a way that suits their needs. He outlined the priorities of the new strategy as seamless and effective delivery, quality assurance, being a trusted intermediary between citizens and public services and leading the development of MABS as a vibrant, responsive and innovative service.
Michéal Ó Giolláin, Chair, MABS National Forum discussed the challenges facing the service including the increasing complexity of cases. He also stressed the need to progress policy issues to protect the vulnerable members of society who are at greatest risk in terms of indebtedness.
The Minister for Social and Family Affairs, Mary Hanafin T.D. gave the closing address at the conference and thanked all those present for their hard work and commitment. The Minister also launched keepingyourhome.ie a website developed by the Citizens Information Board which provides helpful information for people having difficulty paying their mortgage or rent. It outlines social welfare payments, tax reliefs, and legal proceedings, including the processes involved in home repossession.
The conference ended with a reception which was well attended by all members of the MABS network and provided the Minister with the opportunity to meet with the delegates.
